Emmitsburg Man Charged with Possession of Child Pornography

Emmitsburg, Md. (May 6, 2025)—On May 1, 2025, detectives with the Frederick County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force executed a search warrant at a residence in the 10900 block of Harney Road in Emmitsburg, resulting in the arrest of 54-year-old Randall Allen Scobie.

 

The investigation began in February when ICAC received two cybertips from the National Center for Missing & Exploited Children (NCMEC) regarding suspected child sexual abuse material (CSAM) located in a cloud storage account.

 

Detectives obtained a search warrant for the associated account from the technology company, which led to the discovery of numerous CSAM files. Through continued investigation, detectives were able to identify the suspect.

 

During the execution of the search warrant on May 1, multiple electronic devices were seized from the home. Randall Scobie was arrested at the scene and transported to the Frederick County Adult Detention Center (FCADC). He has been charged with seven counts of possession of child pornography.

 

The FCSO Internet Crimes Against Children (ICAC) Section works in partnership with the Frederick County Cyber Crimes Task Force with a mission to investigate, apprehend, and prosecute internet sexual predators who exploit children using the internet and technology, consistent with Maryland Internet Crimes Against Children Task Force standards and procedures.
