FCSO Announces Arrests in November 2025 Seagull Court Shooting

FREDERICK, Md. (June 17, 2026) –Detectives with the Frederick County Sheriff’s Office (FCSO) have arrested multiple individuals in connection with a shooting that occurred on November 2, 2025, in the 6600 block of Seagull Court in Frederick.
As previously reported, deputies responded to the area for an assault in progress that was later upgraded to a shooting. Upon arrival, deputies located a 21-year-old male inside the residence suffering from gunshot wounds to the chest, leg, and hand. The victim was flown to an area trauma center for treatment.
Following an extensive investigation, detectives identified several individuals believed to be involved in the incident.
On March 11, 2026, Marquis Williams, 36, of Falling Waters, West Virginia, was located and arrested in Christiansburg, Virginia. Williams has since been extradited to Maryland and is charged with:
Attempted First-Degree Murder
Attempted Second-Degree Murder
Attempted Home Invasion
Conspiracy to Commit Home Invasion
Conspiracy to Commit First-Degree Assault (2 counts)
Conspiracy to Commit Second-Degree Assault (2 counts)
Use of a Firearm in the Commission of a Violent Crime
Handgun in Vehicle
Loaded Handgun in Vehicle
Handgun on Person
Also on March 11, 2026, Shianice Govan, 35, of Hagerstown, was arrested in Hagerstown and charged with:
Attempted Home Invasion
Conspiracy to Commit Home Invasion
First-Degree Assault
Conspiracy to Commit First-Degree Assault (2 counts)
Conspiracy to Commit Second-Degree Assault (2 counts)
Accessory After the Fact
On April 8, 2026, a 17-year-old male from Falling Waters, West Virginia, was arrested in Frederick and charged with:
Attempted Home Invasion
Conspiracy to Commit Home Invasion
First-Degree Assault
Conspiracy to Commit First-Degree Assault (2 counts)
Conspiracy to Commit Second-Degree Assault (2 counts)
Accessory After the Fact
On June 16, 2026, Khirias Williams, 21, of Falling Waters, West Virginia, was located and arrested in Ocean City, Maryland. The FCSO was assisted by the United States Marshals Service Capital Area Regional Fugitive Task Force (CARFTF) Salisbury. Khirias Williams is charged with:
Attempted Home Invasion
Conspiracy to Commit Home Invasion
First-Degree Assault
Conspiracy to Commit Second-Degree Assault
Accessory After the Fact
