Man Charged with Possession and Distribution of Child Pornography in Frederick

FOR IMMEDIATE RELEASE

FREDERICK, Md. (October 20, 2025) — Today, detectives with the Frederick County Sheriff’s Office (FCSO) Internet Crimes Against Children (ICAC) Task Force, with the assistance of the United States Marshals Service Capital Area Regional Fugitive Task Force, executed a search warrant at a residence in the 500 block of Logan Street in Frederick.
The investigation began after FCSO ICAC detectives received a cybertip from the National Center for Missing and Exploited Children (NCMEC) regarding child sexual abuse material discovered on a social media platform. Detectives were able to link the account and associated content to 31-year-old Ricardo Hernandez-Martinez.
Detectives located and arrested Hernandez-Martinez on scene. Several electronic devices were seized from the residence as evidence as part of the ongoing investigation.
Hernandez-Martinez is charged with:
3 counts of Distribution of Child Pornography
6 counts of Possession of Child Pornography
5 counts of Child Pornography – Solicit Subject
3 counts of Child Pornography – Permit Sex Subject
He was transported to the Frederick County Adult Detention Center (FCADC), where he is currently being held without bond.
Following his arrest, a U.S. Immigration and Customs Enforcement (ICE) detainer was placed on Hernandez-Martinez through ICE’s 287(g) program. ICE lodges detainers on individuals arrested for criminal offenses when there is probable cause to believe they are removable aliens.
Once Hernandez-Martinez satisfies his local criminal charges, he will be released into ICE custody. The 287(g) program is a law enforcement tool that serves as a deterrent to criminal illegal aliens.
The FCSO Internet Crimes Against Children (ICAC) Section works in partnership with the Frederick County Cyber Crimes Task Force with a mission to investigate, apprehend, and prosecute internet sexual predators who exploit children using the internet and technology, consistent with Maryland Internet Crimes Against Children Task Force standards and procedures.
