Monrovia Man Arrested Following Child Exploitation Investigation

FREDERICK, Md. (April 24, 2026) –The Frederick County Sheriff’s Office Internet Crimes Against Children (ICAC) Unit has arrested a Monrovia man following an investigation into the production and possession of child pornography.
The investigation began after the ICAC Task Force received a cyber tip from the National Center for Missing & Exploited Children (NCMEC) regarding suspected child pornography. Detectives initiated an investigation, which led to the identification of Joshua Oneal, 31, of Monrovia.
On April 23, 2026, the Sheriff’s Office executed a search warrant at Oneal’s residence in the 4900 block of Linganore Woods Drive. During the search, numerous electronic devices were seized.
Oneal was arrested and transported to the Frederick County Adult Detention Center, and is charged with the following:
Three counts of Child Pornography – Create Computer Image
Two counts of Possession of Child Pornography
