FREDERICK, Md. (July 26, 2024) – On July 18, 2024, Detectives from the Fairfax County Virginia Police Department contacted the Frederick County Sheriff’s Office Internet Crimes Against Children Unit regarding an ongoing Child Exploitation Investigation. Fairfax County detectives had received information indicating that a Frederick County resident, Joseph Muir Osborne, 68, of Monrovia was allegedly involved in crimes against children.
Osborne utilized internet platforms to engage in sexually explicit communication with an undercover detective from Fairfax County’s Child Exploitation Unit. Based upon the information provided by Fairfax County, a Frederick County Sheriff’s Office detective authored a search and seizure warrant for Osborne’s residence in the 3700 Blk of Blueberry Drive in Monrovia.
On July 24, 2024, detectives from the Frederick County Cyber Crimes Task Force and the Fairfax County Police Department served the search warrant on Osborne’s residence. Osborne was arrested without incident at his residence and transported to the Frederick County Adult Detention Center and is being held on an arrest warrant from Fairfax County Virginia on 25 counts of Distribution of Child Pornography and 1 count of Distribution of Bestiality. The Frederick County Sheriff’s Office has also charged Mr. Osborne with 24 counts of Possession of Child Pornography. The investigation is still on-going.
Fairfax County Virginia has initiated Extradition procedures to have Mr. Osborne brought to their jurisdiction for prosecution.
