Previously Deported Non-U.S. Citizen Charged in Child Pornography Investigation

FREDERICK, Md. (June 10, 2025)—On June 9, 2025, detectives with the Frederick County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force, with assistance from the United States Marshals Service Capital Area Regional Task Force, executed a search warrant at a residence in the 7900 block of Parkland Place in Frederick, resulting in the arrest of 39-year-old Julio Alfredo Rodas-Mariona.
The investigation began after FCSO ICAC detectives received a cybertip from the National Center for Missing and Exploited Children (NCMEC) regarding the production of child sexual abuse material discovered on a social media platform. This content depicted Rodas-Mariona engaged in a sexually explicit behavior while he observed and recorded an unknown minor child, aged 10-13, engaged in a sexual act on a video call.
Several electronic devices were seized from the residence as part of the ongoing investigation.
Rodas-Mariona is charged with:
· Child Pornography – Film Sex Act
· Possession of Child Pornography
He was transported to the Frederick County Adult Detention Center (FCADC), where he is currently being held without bond.
Following his arrest, a U.S. Immigration and Customs Enforcement (ICE) detainer was placed on Rodas-Mariona through ICE’s 287(g) program. ICE lodges detainers on individuals arrested for criminal offenses when there is probable cause to believe they are removable aliens. Rodas-Mariona has previously been deported from the United States on two separate occasions.
Once Rodas-Mariona satisfies his local criminal charges, he will be released into ICE custody. The 287(g) program is a law enforcement tool that serves as a deterrent to criminal illegal aliens.
The FCSO Internet Crimes Against Children (ICAC) Section works in partnership with the Frederick County Cyber Crimes Task Force with a mission to investigate, apprehend, and prosecute internet sexual predators who exploit children using the internet and technology, consistent with Maryland Internet Crimes Against Children Task Force standards and procedures.
