Thurmont Man Charged with Possession of Child Pornography

Thurmont, Md. (May 15, 2025)—On May 14, 2025, detectives with the Frederick County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force executed a search warrant at a residence in the 200 block of Westview Drive in Thurmont, resulting in the arrest of 45-year-old Nicholas Stouter.
The investigation began on April 22, 2025, when ICAC received a cybertip from the National Center for Missing & Exploited Children (NCMEC) regarding suspected child sexual abuse material (CSAM) linked to an online account. Further investigation led detectives to the residence of Stouter.
During the execution of the search warrant on May 14, multiple electronic devices were seized for forensic analysis. Stouter was arrested at the scene and transported to the Frederick County Adult Detention Center (FCADC). He is charged with 37 counts of possession of child pornography.
The FCSO Internet Crimes Against Children (ICAC) Section works in partnership with the Frederick County Cyber Crimes Task Force to investigate, apprehend, and prosecute internet sexual predators who exploit children using the internet and technology, consistent with Maryland Internet Crimes Against Children Task Force standards and procedures.
