Traffic Stop Leads to Arrest, Seizure of Fentanyl and Cocaine

FREDERICK, Md. (July 10, 2025) —On Tuesday, July 8, 2025, at approximately 10:31 p.m., a Frederick County Sheriff’s Office (FCSO) deputy conducted a traffic stop on Interstate 70 westbound near New Design Road for an equipment violation.


During the stop, the deputy developed suspicions of criminal drug activity. A K9 Unit responded to the scene and conducted a scan of the vehicle, which alerted to the presence of a narcotic odor. Deputies then searched the vehicle and its occupants, ultimately locating 33 containers of suspected fentanyl weighing approximately 45.7 grams and 12 containers of suspected cocaine weighing approximately 8.4 grams, concealed on the passenger.


Thomas Smallwood, age 38, of Cumberland, Maryland, was arrested at the scene. He is currently under supervision by the Maryland Department of Parole & Probation for a 2022 armed robbery conviction in Baltimore City. He was transported to the Frederick County Adult Detention Center (FCADC) for processing and is being held without bond.


Smallwood has been charged with the following:


• CDS Possession of a Large Amount, Fentanyl (Felony)

• CDS Possession with Intent to Distribute, Fentanyl (Felony)

• CDS Possession with Intent to Distribute, Cocaine (Felony)

• CDS Possession Not Cannabis, Fentanyl (Misdemeanor)

• CDS Possession Not Cannabis, Cocaine (Misdemeanor)
