Frederick County Sheriff's Office Leads Two-Day Human Trafficking Enforcement Operation

FREDERICK, Md. (June 26, 2026) – The Frederick County Sheriff's Office recently led a two-day human trafficking enforcement operation in Frederick County in partnership with local, state, federal, and community-based organizations dedicated to combating human trafficking and supporting survivors.
During the operation, Detectives conducted a traffic stop and arrested William Dorsey, 52, of Toledo, Ohio. Dorsey was charged with sex trafficking and was transported to the Frederick County Adult Detention Center. Detectives also encountered numerous individuals throughout the operation who were believed to be victims of human trafficking.
The operation was led by investigators assigned to the Frederick County Sheriff's Office Criminal Investigations Section, who worked collaboratively to identify indicators of trafficking, disrupt criminal activity, and hold offenders accountable while maintaining a victim-centered approach.
Participating agencies included the Frederick County Sheriff's Office, Frederick Police Department, Frederick County State's Attorney's Office, Federal Bureau of Investigation, Homeland Security Investigations, United States Secret Service, Heartly House, Safe House Project, and Operation Light Shine.
“Human trafficking remains a priority for our office, even though it often operates out of public view,” said Sheriff Chuck Jenkins. “Our Human Trafficking Task Force proactively investigates potential trafficking operations to shut down the criminal activity, arrest those responsible, and ensure victims are brought to safety and connected with the immediate support they need. The success of these operations depends on timely information sharing, strong partnerships among multiple agencies, and a rapid, coordinated response.”
A critical component of the operation was the immediate availability of victim advocacy and support services. Representatives from the Frederick County Sheriff's Office Victim Services Unit, Heartly House, and Safe House Project worked alongside investigators throughout the operation, providing real-time crisis intervention, safety planning, resource referrals, and support to individuals encountered during enforcement efforts.
The Frederick County Sheriff's Office remains committed to investigating human trafficking offenses, supporting survivors, and working with community partners to prevent exploitation and enhance public safety throughout Frederick County.
