Sheriff Announces Promotions Across the LE Bureau and Adult Detention Center

Eyler Appointed to Law Enforcement Bureau Chief


FREDERICK, Md. (Jan. 15, 2025) – Sheriff Chuck Jenkins is proud to announce the most recent deputy and support staff promotions within the Frederick County Sheriff’s Office (FCSO), Law Enforcement (LE) Bureau, and Frederick County Adult Detention Center (FCADC).

I hope the citizens of Frederick County recognize and appreciate the quality, professionalism, and experience of the Sheriff’s Office personnel in both law enforcement and corrections.  Regardless of the rank on their sleeves, they are all equally committed to their roles in serving the citizens of this count,” Sheriff Jenkins.


Jeff Eyler, promoted to the rank of Lt. Colonel, is the new Law Enforcement Bureau Chief, serving in a top-level management position within the Sheriff's Office. The Lt. Colonel is responsible for overseeing the Administrative Services Division and Operations Division of the Law Enforcement Bureau. The Bureau Chief is responsible for setting strategic priorities, implementing policies, and fostering collaboration among staff to maintain high standards of professionalism and community engagement. As a senior leader, the Bureau Chief also works closely with other local, state, and federal agencies to enhance public safety efforts and address emerging challenges in law enforcement.


Lt. Colonel Eyler holds a bachelor’s degree in criminal justice from American Military University. He is a graduate of the 285th Session of the FBI National Academy; one of the premier law enforcement training programs in the world. In addition to his education and training, Lt. Colonel Eyler has worked in and/or supervised nearly every section within the Sheriff’s Office during his career.

Colonel Jeff Eyler.    


Richard Balsley, promoted to the rank of Lieutenant, is the new Commander of Technology and Training Services. The Commander of Technology and Training Services Section is a senior leadership position responsible for the management and direction of all activities within Training Services.  Training Services includes the command and management of the Law Enforcement Bureau training programs and staff. Lieutenant Balsley’s position is also responsible for overseeing the daily operations of various technologies being utilized throughout the agency.


“Being promoted to Lieutenant of the Technology and Training Services Section is a moment I deeply value. It’s not just a new role for me, it also introduces a new section to the agency that embraces the ever-evolving implementation of technology in law enforcement. I look forward to guiding our agency continuously focusing on improvement, embracing innovation, and ensuring we are always prepared for the challenges ahead,” Lt. Richard Balsley.   


Kevin Britt, promoted to the rank of Lieutenant, is the new Assistant Patrol Commander. The Assistant Patrol Commander is responsible for the leadership and coordination of the daily activities within Patrol Operations. Lieutenant Britt has direct oversight and supervision of the School Resource Officers, Mobile Field Force, and Emergency Management as determined by the Patrol Operations Commander and outlined in the organization chart.  Lieutenant Britt’s position provides oversight and support to the Patrol Teams, K-9 Program, Traffic Unit, P.A.C.E. Team, and Community Deputy Program.
